All documents and draft proposals below bear in either event the spirit of human planetary responsibility though this term explicitly used only in the draft of Universal Declaration of Human Responsibility proposed to the UN Department of Public Information by Dr. Uladzimir Tratsiakou in December 2008. That is why I prefer name my draft now – Universal Declaration of Human Planetary Responsibility.
Presenting the documents and draft proposals I went after Anthony Judge's introductory part of his July 2007 draft proposal Universal Declaration of Responsibilities of Human Intercourse.
On topical character of the problem titled says the imposing list of proposals below impressing an intention of their authors and organizations to introduce responsibilities and duties into international documents to be respected in human intercourses on all levels, from inter-individual to inter-country.
* Universal Declaration of Human Rights adopted and proclaimed on 10 December 1948 by the General Assembly of the United Nations.
* Carta of Human Duties, or Trieste Declaration of Human Duties, had been drafted from 1992 by the International Council of Human Duties .
* Universal Declaration on Democracy, adopted by Inter-Parliamentary Union in 1997, claims democracy inseparable from the rights that must be matched with individual and collective responsibilities.
* Universal Declaration of Human Responsibilities, proposed by the InterAction Council in 1997/1998.
* Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedomsapproved by the UN 9 December 1998.
* "Valencia Declaration", or Declaration of Human Duties and Responsibilitiesadopted in 1998 in Valencia, under the auspices of UNESCO and the Valencia Third Millennium Foundation; submitted for consideration to UNESCO in 1999.
* The Earth Charter (renewed in 2010) has also been considered to be a Declaration of Human Duties and Responsibilities.
* A More Secure World: our shared responsibility, The UN Report (2004) of the High-Level Panel on Threats, Challenges and Change.

It is known from Frenchmen: "Le trait characteristique de la betise c'est qu'elle ne s'explique pas". I.e.: "Characteristic trait of the stupidity is that it is unknowable".
We feel an insult in this utterance: it is no big pleasure for author of the aphorism to confess to something what he is not able to apprehend, but he does it wishing to look as quite not familiar with the stupidity. At that, he shows in this his sense of humor.
Let us try to cast a glance at the science with panoramic view. We may see then not very big island of well set scientific knowledge washed by huge ocean of unknowable. There where the island’s littoral, it is seen turbid water of near-scientific knowledge, and bottom of true is only slightly visible through. The ocean may appear bottomless, but it would be stupid being stood on firm scientific ground of the island, to say that to the bottom, i.e. to the true, nobody will have reached ever. The aphorism is in explicit contradiction with such the panoramic view, so we may diagnose a narrow panorama of his thinking. If so, we may doubt that the stupidity is unknowable. ... >>

Whereas recognition of the dignity inherent in all members of the human community, in addition to their equal and inalienable rights being the foundation of freedom, justice and peace in the world, should also include recognition of citizen responsibility for other people;
Whereas irresponsibility of many people including politicians, military and industry managers has led to the new reality of XX-XXI centuries, the threat of an all-civilization collapse, as a result of which the human race may cease to exist;

I appreciate the sentiment involved in this, Vladimir . Particularly looking at what will it take to unify the global populace through values.
It certainly fits Robert Wright's treatise that as the opposing force to being united by an outside enemy, history has often also progressed through binding over new cooperative goals with win-win solutions.
To be perfectly honest, I am ambivalent about his idea that the proper attitudes and ideologies can only follow social and technological advance because it suggests that it isn't feasible to try to unify people in anticipation of such trends, which is something of my personal mission. Given my attitude and purpose, I much prefer the idea that sometime prior to our ability to globally actualize, we will be able to unify on a set of ideas and perspectives for the same reason - mutual benefit.
My personal view laid out, I believe that the biggest obstacle to the great ideas bandied about in GB theories is not one of knowledge at all, but meaning. I understand meaning as coming from a narrative-organization of consciousness- the linear view of events from a particular vantage point (the protagonist) having the ability to make sense of the world as a kind of story-arc with a happy-ending ( utopia, or goal-state ) which motivates us to work toward it purposefully. If we consider how many people reject evolution in favor of more meaningful narratives (98.8% of American's according to a 2006 UPI poll), meaning seems like a potent force indeed.
Thus, in my mind any view that defines the values of the protagonist, gives a vision of a sufficiently huge goal-state and thus motivates us to cooperate with a global populace will work, but only that narrative which falls in line with the actual machinations of the universe will endure. Personally, I find the goal to be putting all of the facts together to construct a narrative of the universe as our global story, and I see the meta-system transition theory to work toward that. For my money, though, I'd like to see it explicitly laid out in the above context so that people appreciate what is trying to be done.

I think not only your Responsibility for Global Governance is of interest for topical subject Planetary responsibility page but as well other your articles devoted to responsibility and irresponsibility of different levels and forms, including the draft of Universal Declaration of Responsibilities in Human Intercourse and Begetting Challenges and Responsibilities of Overpopulation; the last two are referred already on the page of my tvinteltech.narod.ru and inteltech.iatp.by websites (btw, the second's files are not conveyed now with warning about viruses danger while opening). WhenWhoWhere I am going to post today; moreover, your idea of Russian version of this overwhelming table is picked up as well and something is already doing. If any problems with translation will arise I think I may consider on your sense elucidation. My idea is to repeat 1:1 your table form as that you'll have identical Russian double of your text.
Concerning Responsibility for Global Governance by Anthony JUDGE
After the author definition, his text is only an adaptation of any classic poem (reference to it sorry not given) on the collective responsibility. After the into-Russian translator's opinion, the author, in free, paradoxical, poetically liberated form, not shying that necessary for him words are absent in Oxford and other normative dictionaries, expresses a thought on responsibility for global governance , which (I mean the responsibility), as it appears is so distributed amongst human communities, as well along the space and the time where and when those residing in, that the thought on irresponsibility for global governance of all and everything ceases to seem paradoxical.
The author, thank him for that, haven't narrowed the subject of responsibility writing not on global brain but on global governance. In the framework of double analogy organism/brain— social organism (humankind)/social (global) brain , global brain governance , as that to be realized, would perforce include in itself any functions of the world government , of which decrees were obligatory for all population of Earth. Global governance does not demand similar extremes, and for example all the U.N. activity have confirmed it.

Dear Colleagues, I ask you to look at my appeal from point of view of those who, like you, more than many other people are filing responsibility for future of the Planet. Here are thoughts what scarcely may be disputed, even if entering until now into common consciousness:
- Each of you can at once name some global problems hanging over the humankind not resolved, but anyone another may name there and then some other similar problems, as well hanging and as well not resolved;
- The global problems are in mutual connectedness which appears evident sometimes only. So we have grounds to consider that those problems make up any system, and then the systems approach would be adequate means for their discussion and resolving. But we have seen another: while being set up, relations used to be set up in pairs or threes ones, hardly ever more. Conferences of NGOs/DPI are not excluding of the rule, too: so, 61st – relations to climate changes; 62nd – to terrorism. I wish of course that Conference be successful, but success a priory may be only particular. >>

We are all going through a period of great confusion and uncertainty.
On the one hand, part of the world is dramatically affected by the consequences of the state of total submission of governments to the financial markets. These markets, supposedly anonymous, are not subject to any kind of control, due to the deregulating policies of the last decades. They have even overthrown democratically elected governments and substituted them by 'technocratic' ones.
On the other hand, the speculative nature of a great part of these markets is harshly affecting the price of commodities, including food, thus pushing more millions of people to hunger and malnutrition. This fact, in addition to the chronic failure in the fulfillment of international agreements related to development cooperation, is aggravated even more by the current financial and economic crisis.
In parallel, the world is immersed in another crisis that is threatening its own survival. Expanding the Domain of Human Responsibility Is a Fundamental Goal for Lifelong Learning in a High-Consumption Society

How can we ensure a safe and just operating space for humanity? How to maintain the current human capabilities and opportunities and to support their expansion so that future generations will have the same capabilities and freedom as we do? Finnish university students (n=210) assessed 36 statements about environmental, social and economic sustainability according to the importance and actual implementation of the items in their daily life. They also made 464 comments about barriers to sustainable way of living. The data were analyzed with quantitative and qualitative methods. The results show that there is an attitude¬¬-behavior gap between every single assessed item of sustainable development. Overcoming the largest identified gaps calls for planetary responsibility. The most important and fundamental target for lifelong learning is to expand the domain of human responsibility to cover people, animals and other organisms, plants, and life-supporting ecosystems as well as natural resources of the planet Earth. This planetary responsibility requires a holistic vision consisting of changes in worldviews, ways of thinking, well-being paradigms and life orientations.
